Is it possible to create a list of tags and limit people to use that tags only?

For example if I have a security issue, instead of having a status for each possible rejection cause, I would like to have only a Rejected status, then select the reason from a predefined scoped tags list like Rejected::Out of Scope, Rejected::Informational, etc.

you can get this, if you remove permission "create tags" from roles, which should only use existing tags.

Can you also make it possible to create tags beforehand and not to have them vanish as soon as no issue with that tag exists anymore? (or tag single tags to not vanish, yes tehy vanish, as when the tag gets assigned for a first time again, it has a new id..) because some tags may be used for reminding or for meeting purposes, but after it was done/discussed are removed. But if the whole tags gets removed, saved searches for that tag will only work with the exact same Name(at least this is not case-sensitive it seems) is used again for the tag
