Major versions stickiness

Hello.
First of all, very nice action. I'm using it in every project I have to release. Works like a charm.

Although now I have a specific requirement for the releases.
I need a special branch 1.0.X, where the major version is stuck to 1.0 and the patch version varies.
It shouldn't look at # commit message, just bump the patch part.
Sometimes it's needed to support the versions released long ago.
