Problem

We should create a basic template for pull requests to give everyone to use so that we can manage them alongside issues more easily.

Solution

  • Provide tag names such as bug:, feat:, chore:, doc:, repo:, sim:, etc. Perhaps [bin] or other tags (we can discuss here).
    • Describe each and their use case.
  • Provide boilerplate for a template with proper headings/subheadings, line breaks, and requests for code location.
  • Provide guidance for choice of labels.
  • Assert that a pull request must close an issue.
