Workaround apisix-base cross-compilation issue #297

As we've noticed, build and push image action for apisix-base/* failed multiple times. https://github.com/api7/apisix-build-tools/actions/workflows/push-apisix-base-image.yml

Also retrying the failed job does not help. https://github.com/lujiajing1126/apisix-build-tools/actions/runs/4971639355

The current workaround is to build arm64 and amd64 images on separate platforms and merge the manifests in the subsequent job.

But since buildjet is used, I cannot contribute the workflow to the repo.
