Provide health check for Azure Service Bus message pump that will reflect its current state.

This does not seem to be available OOTB, please +1 on Azure/azure-sdk-for-net#8561

As far as I understand , this feature is still in beta ?

I think the internal stuff is already in a minor version, but yeah, still internal. I think I also so some discussions to switch to another kind of health diagnostics instead.
