New standard function for software reset

As of today, the Arduino API does not contain any standard instruction for software reset. This operation is highly architecture-dependent so users need to implement it differently according to the hardware they are using, making code less portable.

We are proposing to add a new instruction to the standard Arduino API, called reboot() that each core can implement.

Very important when it comes to port sketches from one architecture to another, like the transition from UNO R3 to UNO R4, which is a compatible hardware replacement. One of my sketches uses a terminal (USB or telnet) and offers a "reboot"-command. On AVR I did this by watchdog. Moving to ARM would be much more easier with such a generic command.
