As a Developer, I need a secure build pipeline to compile the game into an APK and submit it to the Google Play Store.

Acceptance Criteria

There is a build action job for exporting the game to Android
There is a release triggered build action job that exports the game for Android and uploads the APK to the Google Play console for testing
