[Linux / Wayland] Undo shortcut (ctrl+z) doesn't work as expected, potentially causes data loss #2200

Problem
Undo shortcut (ctrl+z) doesn't follow user expectation of 'undoing' recent action in many cases. As shown in video it can sometimes delete a different line, or remove a whole line after doing a partial backspace deletion and a recovery of deleted text from undo was expected.

Have the same problem on Mac. I think this might related to #1548.

It seems operations are not atomic and CTRL+Z undoes state changes that happened before the last one because the last one didn't register.
