input:

x = [ 1, 2 {- A -} ]

first pass:

x =
    [ 1, 2

    {- A -}
    ]

second pass:

x =
    [ 1
    , 2

    {- A -}
    ]

I think the first pass formatting to the second pass is correct. Arguably the original input should remain unchanged.
