If JBallerina introduces a new cmd, instead of ballerina, we need to support it accordingly.

We are switching to jballerina command with #15838.

Once the wrapper tool implementation is finished, we will switch accordingly. Until that we will keep this open.

Idea is changed to JBallerina with #15848.

Once the Ballerina CLI wrapper tool is implemented, we will switch back to it and avoid hardcoding any implementation specific commands (jBallerina or nBallerina) in our tools.
