Add note about lack of updated Census data for Puerto Rico

PR has a separate PR Community Survey that we have not loaded yet. We should add a note if Puerto Rico is chosen in the Substance Abuse and the SNAP datasets that says Census data is not available yet.

A few UI options:

• Replace the charts with the note "Census data for Puerto Rico is not available yet"
• Add a note next to the state selector
