All the docs are down as well as the website of sourced. Is this project still actively maintained?

Everything related to source{d} can be down, because the company was closed.
Regarding the bblfsh project, it's all in hands of maintainers and collaborators. But the truth is, there is no a single person who works on this project full time (or at least I don't know any).
