This ticket is to capture the work (PRs, release) for the Digital Business Card project, including:

  • Filings UI changes
  • Legal API changes
  • Queue Services changes

This is a continuation of the work represented in #18284.

As discussed with Riyaz and Argus, for visibility into what's in a particular release, I'm going to:

  • tag this ticket to Rls 19.3b only, with the understanding that all PRs linked above except 2299 and 575 are in this release
  • close this ticket move it to RFQA
  • create a new ticket for the queuing service (PR 2299 above) - estimate=5 according to Argus - and link it to Rls 19.4a
  • create a new ticket for the detailed instructions (PR 575 above) - estimate=0 since I already did the work in THIS ticket - and link it to Rls 19.4a

The above will, moving forward, associate 1 PR with 1 ticket so that we can better understand the changes made and that need to be QAed.

I have completed the items above.

THIS ticket, which implements the whole feature except for detailed instructions and the queue service (for revocations) is therefore Ready for QA in Test environment.
