Enhancement to EFT Output Statement PDFs

Enhancement for ticket #17303

Updated the wording based on demo feedback:

• Moved statement total to the top of the Total section
• 'Last Statement Total'
• display last payment Rreceived date
• Updated over and underpayment scenarios (require confirmation )
• Allow staff view to link to the output of statement of a client from the EFT Received Payment screen

Consideration for later enhancement:

• add invoice # column to the statement content

Bumped this a bit as this ended up being more than just layout changes.

• pay-api portion was not hooked up
• supporting queries needed to be implemented
• no existing tests for EFT statements

Last Statement Total is not added to Total Amount Owing

Please see attached statement on Dev for account 3365,

On June 16-22 statement, there is an total amount owning of $351.50
On the next statement, June 23, 2024 - June 25, 2024 , there is an new Statement Total: of 31.50, but the total amount owing is not add the last statement

We verified the layout of the statement, and statement generation. Regarding the accounting details about the statement, we will create another ticket for it
