Able to add the same business in Amalgamating Business Table.

Describe the bug in the current situation
When the user starts an Amalgamating business say from the company " BC0871491" then in the Amalgamating business table the user can add the same business.

Steps to reproduce the behavior:

1. Go to 'https://dev.create.business.bcregistry.gov.bc.ca/amalg-reg-information?id=Tlwtojr4GY&accountid=2079'
2. Login with BCREGA001/98900001
3. Try adding the business ' BC0871491'
4. See error
