NameX: Balancing reports

There's been several discussions on creating regular balancing reports.
NRO has balancing reports to catch payment and NR creation errors, and those will need to be replaced as part of the NRO decommission.

• Report on Paid NRs in SBC PAY but not in NameX (generate alert for payments with no NR)
• Report on Paid NRs in Global Pay but not in NameX (generate alert for payments with no NR)
• Report on all NRs that are in or beyond DRAFT that have no payment assigned
