Describe the task
Pipenv may not be the best choice for package management and virtual environment management. Review alternatives.

Acceptance Criteria

Alternatives reviewed (e.g. poetry, hand rolled requirements.txt, pip-tools)
Alternative proposed, or decision to stick with Pipenv

Additional context

There is some debate about wether Pipenv is "dead": If this project is dead, just tell us pypa/pipenv#4058
