Describe the task
To enable skill scoring across a configurable time range, we want to be able to look up model and actual values from any date range quickly so that skill scoring can be performed dynamically.

Acceptance Criteria

  • Be able to adjust the skill score window on the fly without affecting app performance
  • Be able to retrieve actual/model 20z values for each station

Additional context

  • Denormalize? Materialized view? Optimize queries?
