• Don't build JLL library in Documenter CI workflow #206
• automate registration of tagged release to julia registry #208
• workflow_dispatch should take as an input the commit sha to use as tag (to enable backports)
• Pre-Release workflow should check project.version !in tags to allow back ports
• Investigate why the artifact_CI.yml workflow isn't being triggerd by workflow_dispath
  • Perhaps we need to use BeaconBuddy token in tag step?
• release notes should be based on changes since previous tag
• Set as “latest release” in Publish Release
• Stable documentation is updated with pre-releases #185

unable to make_latest using the softprops action softprops/action-gh-release#385
nor does it allow specifying which previous tag to base the release notes off of
