Expose error labels or source locations in ComposerError

There's some useful logic buried in ComposerError::emit_to_string_internal for calculating labels and notes to create a diagnostic for the error.

It would be useful for tooling integration if it could be made part of naga_oil's public API somehow, similar to how naga exposes ParseError::labels, ParseError::location.
