[compose] [k8s] Should we move the k8s container creation script to this repo?

Hi there!

We have a script on galaxyproject/galaxy-kubernetes for building the compose containers for kubernetes (they require certain env vars to be set, plus other ad-hoc flexibility):

But it means that we need to do a submodule checkout of this repo. I would be inclined to have this script here and point from the other repo to here only with directions on how to build them.

Should I add that here inside the compose part?
