Widevine is not enabled message needs to be changed

Steps to Reproduce

1. Visit Netflix
2. Click run and Install widevine from url notification
3. Click widevine is not enabled bubble, contains the same info as previous one

Actual result:

Expected result:

Both notification should have different message

Brave version (brave://version info)

• Does it reproduce on brave-browser dev/beta builds?

• Does the issue resolve itself when disabling Brave Shields?

I believe this issue is invalid due to #1940.

Widevine handling was changed in 0.63.x

Its still valid for the text inside the modal. Not the placement of it prompt itself.
