build artifacts for deployment in repo, not built on the fly

In order to support the deploy-to-balena button and thus the balena public fleet, it was necessary to copy the sense-go and bubblesgrpc-server build directories to the github repo. System needs to be built locally, pushed with build artifacts then deployed to balena. The build-locally and push build artifacts need to be eliminated and the build done entirely within the Dockerfile.template.
