This doesn't work without PS4debug payload or goldhen it's still locked firmware 11.00 if i shutdown my ps4. Future you should add Base64 decoder because some saves are encoded with this. I can decode them online or Notepad++ some saves are still encrypted .bin files and some are readable. UE 4.27 saves most of them cannot decrypt with this tool. I have tried this tool now hundreds of games and saves there is still so many old games that cannot decrypt example (Shadow Warrior 1) If possible to add somekind of encrypt detection tool to check how these files are encrypted.

Apollo still needs a jailbreak and hack that allows unsigned code to run, that didn't change and is a requirement for any homebrew app.

The change is that you no longer need a payload with advanced debug syscalls like GoldHEN or ps4debug to execute Apollo.

Custom save-game decryption is specific for each game, there's nothing that can be automated because game developers can do anything with their save data and dedicated analysis for each save is needed before doing any edit or modification.

I haven't seen any game save using base64 encoding, you should give some specific game example to consider it.
