Admin: Use same font-family-primary

This ticket is an in-between until the full typeface/scale design work is complete. We are not switching to Noto yet. We are simply getting the 2 parts of the Django app on the same font-family.

Acceptance criteria

• Replace --font-family-primary on Django data theme with the same of the current Admin (Bootstrap's)

This is a small change code-wise, but I'd like whoever takes this PR to do a thorough QA of the pages to make sure the app looks okay, and that the --font-family-primary is being used everywhre (which may require code changes).
