[BUG] DockerHub builds failing #134

Describe the bug

DockerHub builds are currently failing with the last release. Nothing has changed to cause this that I can see, and local builds are working. I need to do some investigation as to why. Relevant dockerhub logs are attached. I'm seeing a permission error during make, which happens while installing some pip package dependencies.
