grep -r SPDX-FileCopyrightText | grep --invert-match Intevation
shows a number of files, where the SPDX-FileCopyrightText should probably be checked, like
SPDX-FileCopyrightText

the former does not seem to be a legal entity and both miss contact details like an url, what about
