Right now the gazelle plugin thinks that swift compiler plugins (typically for macros) are swift_binary targets, not swift_compiler_plugin targets. It should be possible to check for an @main struct / class conforming to CompilerPlugin from the SwiftSyntax SwiftCompilerPlugin module.
