somehow NetBox gets into a read-only mode

@ee-hex-ee reported that somehow NetBox can get into a "read only" state, where the user is logged-in to Malcolm but is unable to make any changes to NetBox: the buttons for adding/editing/deleting/etc. are not even displayed at all.

We're not 100% sure how to get it into this state, but it's some combination of doing the auth_setup steps for NetBox passwords and wiping (or not wiping?) the netbox database (postgres or redis, not sure).

I need to narrow down repro steps better, but this issue is being logged now to start tracking it.
