We need to add the docker pieces from the existing pca-report-library repo and integrate them into this project.

Motivation and context

Modernizing and improving the existing pca-report projects.

Implementation notes

Bring in the existing DockerFile and any relevant files that will be needed to "dockerize" the project in this repo.

Acceptance criteria

The pca-report-library Docker project builds in this repo successfully.
