[RFE] Add a "Stats" tab with KPIs

A new Stats tab showcasing some CPT related KPIs.
Some suggestions for metrics that would be interesting to have in this new tab:

• Total number of jobs triggered
• Number of scheduled (cron) jobs
• Number of jobs triggered from the release repo
• Number of jobs triggered by devs on repos outside release
• Time for the aforementioned ^ jobs
• Number of failed jobs that didn't make it to the dashboard
• Success rate
• Costs
• JIRA issues with the CPT label

We can start with OCP and then iterate to the other categories.

@jtaleric I think this shouldn't overlap with the OCP Release Health tab that you are proposing on ADR # 34 as they have a different goal/focus/persona, let me know your thoughts

Yes, we already have a JIRA for something similar to this: https://issues.redhat.com/browse/PERFSCALE-3019?filter=-2 with some thoughts added a while go.
