Limit the number of file names in python configuration from cmsDriver

when specifying the files in input as well as the files needed in secondary input, one gets a very long list of files in the python configuration.
that might be good for some applications but can be limiting in other cases (cms-PdmV/wmcontrol#69)
it could be nice to have an option to limit the number of file names written in the python configuration.
