cnf_to_new_cluster method was removed in #2171 during transfer to new installation process as it was incompatible.
There are two tests that depend on this method: "alpha_k8s_apis" and "cni_compatible".
We need a new way of transferring CNF to new cluster, preferably with reusing code from installation process to avoid duplication.
