What happened?

Dependabot currently targets the production branch for pull requests. We should target the staging branch in order to test that it doesn't break the application before manually merging to production.

I think this requires a yml configuration file.

Steps to reproduce

Automatic GitHub dependabot pull request. Example: #165

Expected behavior

It should create a pull request targeting the staging branch.
