Describe the Current Behavior/Feature:

This issue is to explore sharing the civic profile.

Rationale:

Civic profile information should be shareable and visible to those it is shared.

Proposed Changes:

sharing the civic profile
updating permission file for civic profile
updating the UI for conditional rendering of civic profile

Possible Drawbacks:
