Trapped users are not allowed to do anything, similar to banned users. [...] Mods should use this feature for active problematic users.

Add "trap user" mod function to "Moderation tools" section.

@codewars/community You can now approve any translations without waiting.

Add info to "moderation tools" section and to places relevant to translation approval.

Blocked by #248 and ongoing migration to Zola?
