Now that we have a local Elastic Stack incorporated with the devcontainer, it would be nice to be able to configure if all of these services are started up or not.

Sometimes we may just want to work on the app, unrelated to Elastic. In those cases, starting the whole Elastic Stack is unnecessary and takes a long time.
