Create a package of NVIDIA specific test scripts to check our redists

This issue is for discussing the design requirements for a reusable conda package with utilities for checking NVIDIA feedstocks.

Suggested name is cf-nvidia-tools

Package Requirements

• Tool for checking glibc requirements NEW: Add cf-nvidia-tools staged-recipes#28794
  • To be used for checking redists
  • Should be run at build (unpacking) time report the newest glibc symbol it finds
  • Should check if glibc in recipe requirements is >= located symbols
  • Should report findings to logs in concise message
  • Should raise an error if glibc from recipe is older than symbols
