What happened?

The conda org infrastructure continues to expand and become more formalized (e.g., conda/actions, CLA bot, update workflow, label management, etc.).

Currently much of this knowledge is held by myself (@kenodegard) and @jezdez and is sporadically documented in code comments and issue/PR discussions.

It is time to assemble some official infrastructure docs outlining everything and how it works.
