create your table and entries on Heroku Postgres:
cat migrations/init.sql | heroku pg:psql postgresql-solid-93707 --app oasa

Test and deploy:
heroku local web

Log in to root user:
sudo -u postgres psql

Log in to postgres superuser (klaut):
psql postgres

Log in to oasa_user:
psql -d postgres -U oasa_user

Connect to database:
