Mutually exclusive simulator mode #161

The simulator modes as described in https://docs.cosmos.network/main/learn/advanced/simulation#simulator-modes mentions

These modes are not mutually exclusive. So you can for example run a randomly generated genesis state (1) with manually generated simulation params (3).

However, this is not true as seen in https://github.com/cosmos/cosmos-sdk/blob/d426a5db677506a981cb094249bb6eaaf6324d39/testutil/sims/state_helpers.go#L85
