Unable to initialize tendermint with non-empty blocks while using basecoin

Even after setting the flag create-empty-blocks = false in config.toml,the empty blocks are being generated.Are there any changes to be further made.?

Unfportunately cosmos-sdk does not currently support no empty blocks. Sorry about that!

@ebuchman, is this something on the roadmap for the future?

In your opinion, how challenging would it be to dig into the code base and alter this? The goal is for us to use Tendermint for demo purposes only for the very near term.
