Given a Resource R, validate whether it conforms to a given DataRequirement DR:

R.resourceType == DR.type
for (P in DR.profile) { validate R conformsTo(P) }
for (CF in DR.codeFilter) { R.getElementByPath(CF.path) || R.getElementBySearchParam(CF.searchParam) in (CF.valueSet | CF.code) }
for (DF in DR.dateFilter) { R.getElementByPath(DF.path) || R.getElementBySearchParam(DF.searchParam) during (DF.value.toInterval())
