With Chef 14 we should be able to remove the windows cookbook and leverage the built in resources for windows package and windows_firewall.

Yes, please remove the dependencies, they are popping warnings,

Has there been any update on this or can this get prioritized since it has been a couple years since this issue was opened? chef-client is now up to v17

Or can instructions be provided on a workaround?
