Works like this:

source /home/co/ckan/bin/activate && cd /vagrant/src/ckanext-dgu
python ../ckanext-dgu/ckanext/dgu/bin/publisher_rename.py $CKAN_INI highways-agency highways-england -t 'Highways England'
