deployments take forever bc [2022-04-30 12:57:48.639] [d-7QF0WLMBH][stdout]Using legacy 'setup.py install' for ${PYTHON_PACKAGE}, since package 'wheel' is not installed.

we can resolve this by adding wheel as a dependency.
