When Taikai form is matches a draw does not make sense. Deactivate draw for those Taikais:

Do not accept a draw at the Controller/Model level if Taikai.form is matches. Create appropriate error messages (just in case)
Do not display the button in the various views if Taikai.form is matches
Make sure transition to Marking is not blocked (see Prevent moving to "Marking" state unless participants/teams have been drawn. #28)
