User Story

As a delivery engineer
I want UDS overrides to scale and schedule LeapfrogAI based on resource utilization and availability
So that scaling and scheduling can be automatically handled in a cluster-native, and data-driven way

Acceptance Criteria

All components listed in EPIC: Observability and Metrics
