Is your feature request related to a problem? Please describe.

As Ezra I want monitoring to be setup and enabled by default so that I can see metrics from sigstore in prometheus and other downstream apps.

Describe the solution you'd like

Given I deploy full uds-core
When I deploy the sigstore package
Then prometheus picks up metrics from it
And I can view those metrics in Grafana

Describe alternatives you've considered

We could not do this but this is a Made for UDS requirement.
