UDS Software Factory Phase 1

Problem Statement:
Delivery needs a UDS bundle that forms the initial ability to create software in a secure environment.

Acceptance Criteria:
A delivery unicorn can pull a source code management too, CI orchestration engine, static code scanner and the AWS infrastructure dependencies of these packages from the Git Hub Registry and deploy it into their customer AWS environment on DUBBD. The capability should be able to run air gap.

Definition of Done
List of software engineering practices. Interim reference until thre is a UDS level ADR here
